The Article 2 Project, a working group of the Partnership Initiative of the International Budget Partnership (IBP) and the Global Movement for Budget Transparency, Accountability and Participation, recently developed a new handbook on budgets and human rights. With a focus on civil society budget work, the handbook is designed to be a resource for activists, human rights commissions and legislators seeking to hold governments accountable to their human rights obligations.
Framed within the main principles of Article 2 in the International Covenant on Economic, Social and Cultural Rights (ICESCR), the handbook is divided into a set of three booklet themes. Each section addresses the related international law and provides case studies on how groups have monitored the three central obligations:
