    Responding to widespread allegations of torture made by Human Rights Watch and other NGOs in Uzbekistan, and at the invitation of the Government of Uzbekistan, the then UN Special Rapporteur on Torture, Mr. Theo Van Boven, visited the country in December 2002 .The UN Resident Coordinator (UNRC) received guidelines for the mission from OHCHR in sufficient time to review mission goals, seek clarification, brief the relevant stakeholders, suggest appropriate field visits and organize non-government activities, including meetings with donors* and NGOs.
