Although Rwanda is a party to the major international human rights treaties, many of its Treaty Body reports are significantly overdue. One of the reasons for this delay is uncertainty within the government as to which ministries are responsible for reporting to which Treaty Bodies. Nevertheless, Rwanda successfully reported to the CRC in 2003, in large part due to UNICEF’s active support in providing technical support to the ministry of Gender and Family Promotion. Active consultation with all stakeholders in Rwanda (government institutions, local and international NGOs, etc.) enabled the gathering of the necessary information to write the CRC report. More…
