      Strengthening the capacity of UN Country Teams to mainstream human rights-based approaches in their work is a key priority for the UNDG Human Rights Mainstreaming Mechanism.  The UN Inter-agency Common Learning Package on HRBA, based on the UN Common Understanding on HRBA, and other learning resources made available below are part of these efforts.
     

The UN Common Learning Package

The UN Inter-agency common learning package on HRBA (CLP) aims to strengthen the capacity of UN staff to apply a human rights based approach (HRBA) to UN common country programming. The training package was developed in 2006 by the Action 2 Global Programme on human rights strengthening (the predecessor to the UNDG-HRM), in collaboration with the UN System Staff College, and further updated and enhanced in 2011 by the UNDG-HRM.  The CLP is based on the 2003 UN Common Understanding on HRBA.

The CLP is primarily targeted to the UN Country Team with emphasis on the Resident Coordinator, Heads of Agencies and programme officers and technical level staff with responsibility for developing CCA/UNDAFs. National partners are also targeted as the objective of the trainings is to take forward rights-based national programming.   As HRBA is one of the 5 core UN Development Assistance Framework (UNDAF )programming principles, the CLP guides UNCTs  in applying a HRBA to every stage of the UNDAF cycle: assessment & analysis, priority setting, planning, implementation and M&E.    The revised CLP contains:

  • A stronger focus on Results Based Management (RBM) to help users develop more rights-based oriented results in their UNDAF;
  • An additional section on country experiences to help users learn from and build upon the experience of other UNCTs;
  • An updated facilitation manual to support UNCTs who want to use the CLP to train their national partners in using the HRBA.
  • More participatory and examples-based modules throughout the package.

The HRBA CLP is meant to be a flexible tool for training on HRBA and can be enhanced and complemented on a regular basis.  Currently, the training package consists of a facilitation guide and learning tools including relevant power points, hand outs, and for some modules, group exercises and case studies. The package is available in English, French and Spanish. An Arabic version (from 2006) is also available.
